During the 17th-18th century, it was common for ships heading towards and past Buenos Aires to attack or menace ships that stopped at: "Puerto de Santa MarĂa de los Buenos Aires."
Also, Voltaire was most likely mocking the governor's name and how he spoke to people as civilians living near ports during that time held resentments towards city authority. The reason being that trading became increasingly difficult because all military and governmental ships were sent through Peru to avoid pirates.
When Voltaire wrote that a Franciscan stole the Inquisitor's jewels off Cunegonde and tried to sell them, this was irony, since during that era a Franciscan was someone who was suppose to only receive money by donations and nothing else.
Also, back in the day, it took months for ships to travel from country to country across sea, so when V says that the magistrate was chasing Candide from Badajoz (Spain), to Buenos Aires, just to turn around and go all the way back to Cadiz (Spain) again, its exaggeration, but without knowing where these cities where or how long transportation took in that era this wouldn't be so obvious.

They lives in poor areas and helped the community. They help fight injustices of the poor. However, in this chapter, it is revealed that a Conventual Francisian stole Cunegonde's money and jewels. This contradicts the belief of a Conventual Francisian.
Summary: Candide and Cunegonde asked the passengers on the ship about their experiences and it proved the old lady right that everyone has once thought they were the most miserable person in the world. The ship gets to Buenos Aires (Argentina) and they meet the governer Don Fernando de Ibaraa, y Figueora, y Mascarenes, y Lampurdos, y Suza. He immediately takes interest in Cunegonde and proposes to her the next day. Cunegonde was doubtful about it but the old lady suggests for her to marry the noble since it can help both Cunegonde and Candide. A ship arrives with police that are searching for the murderer of the Grand inquisitor. Apparently the Franciscan who robbed Cunegonde told the police their direction. The old lady tells Candide to flee but for Cunegonde to stay since she has the governor on her side and she isn't responsible for the murder.

The old woman was leaning more towards the idea of Cunegonde marrying the governor. Just as all this was happening, a little ship was spotted while entering the harbor. A whole bunch of commanders boarded this ship, and they were in search of Candide. News spread that Candide was the murderer of the Grand Inquisitor, so they wanted to capture him. The old woman quickly reassured Cunegonde that she didn’t have to flee because the governor would protect her. However, the old woman told Candide that he must flee or else he would be burned within an hour.

A Friar and a monk are both the same, they both travel the world to spread their religion around.
